By definition, density is mass per unit of volume. A kg (kilogram) is a mass unit. M^3 is a volume. Why? Volume is a 3 dimensional measure of height x width x depth. A cubic meter is a box 1 meter high x 1 meter wide x 1 meter deep (or, 1 M^3). In general, any mass unit divided by any measure cubed (cubic millimeter, mm^3, in^3, etc.) will be a measure of density.
