Educated guess .... ?

Because its default setting is "master" & you've connected it to the same IDE cable as your optical (CD or DVD) drive which is also set to "master".

I am overlooking the obvious reasons such as :
- it is not properly connected to the power or IDE or SATA cable
- it is a "used" & perhaps "dead" drive ...etc...

Please tell us more about the existing hardware configuration on your PC & surely we will be able to help you.

what is your hrdisk? SATA or PATA, if it's PATA then you need to set the jumper(little pins behind the hardisk),2 set to master, and 1 to slave. remember, motherboard usuaaly come with 2 PATA slot, mean you can instal 4 drive there ( hardisk and optical drive both have PATA interface)

if you have SATA, then you just need to plug the cable into empty SATA slot.

dont forget to check if the cables is tight enough, and remmeber to format your new hardisk
