I love logic questions.
Actually there is a simple answer for here in the U.S. They listen to the weather forecasts.
Local and State Departments of Transportation either have a contract with weather forecasting firms which alert them as conditions become favorable for snow accumulations or ice formation. Or they become very close with the forecasters of the local weather service offices. The often will have the trucks and plows prepared one to two days in advance. They often will start preparing bridges and overpasses well before the first snow starts or ice forms with sand and/or melting chemicals. After the start of a snow or ice storm, it is usually 12 hours on and 12 hours off for the crews until the storm is over and the roads are reasonably clear.

The drivers take it in turn to sleep in the works garage with the snow plough, so they are ready when they are needed. However, more to the point... .............how do they start the snow plough ?

They asked this on Scottish News one night a few years ago to the driver of the snowplough that keeps the M9 to the north of Scotland open during snow storms. he in all seriousness answered that his boss drove out to pick him up in the snowplough and he then dropped him back at his home. How did his boss get to work? Chicken and egg ring a bell here.

Hello,, if the forecast is calling for a lot of snow they don't go home, and some places will go pick up their workers as they are plowing just to make sure they don't have to drive through the stuff. There's always someone who will try to be brave and go out,,like me!!

Four wheel drive....if he can make it. In Northern Minnesota if they know a storm is coming, they stay at the snowplow depot just in case. They play pinnocle while they're waiting.
