Are they currently in the process of making a fourth season? Or has one even been annouced yet? No.
Will they eventually make one? It is very highly probable. Shouji Gatou talked about making a fourth, and because the way TSR left so many things unresolved, I wouldn't be surprised if a fourth season was released late next year.
However, you have to realize that the guys who are making Full Metal Panic (KyoAni) have a lot on their plate right now (Haruhi and CLANNAD), and they aren't really that big of a company. Plus they really need to wait until the novel ends so they can make a good solid season, and leave us with a satisfying ending.

Well no rumors or reports show GONZO (studio) doing another season. its cleary show though at the end of Second Raids that Kaname and Sousuke relationship havent been accomplish yet. My answer maybe next year.

I hope there is because there are still some question left. Like tessa's brother being the enemy. kaname and sasuke relationship, etc.
