For our student council shirts we want a license plate that says STUCO and under it for it to say "Lincense to Lead". Where could I find a license plate that has editable (is that a word) text? (online)

Hi! Here are some sites:

The only only problem with these will be your 2nd line of text but you could add that later in a design program. Or... you could just find clip-art of a license plate (or many design programs like Printmaster have photos and clip-art included) ..save it to file (jpg.) or, if you can, import it into whatever design program you're using.... then mask the existing letters and numbers with an (add graphic: choose square shape and fit it to cover all existing text) oblong to match the existing background. Then you can create a textbox to write "STUCO" AND 'License to Lead" and superimpose it on the new and clean background. Hope this helped... and good luck!
