Honestly -- that one didn't do much for me, either. I agree entirely what you said about the decades that he's better in.

*Look, "Scary Monsters", and "Let's Dance" are the only 80s albums by Bowie that I got into ... as trite as that's gonna sound - sorry...

I wouldn't start my Bowie collection with it, but it's not at the bottom either. Not a big fan of the recent stuff. Probably rate these higher than "Never Let Me Down":

1971 Hunky Dory Virgin
Changes, Life on Mars?, Quicksand

1972 Ziggy Stardust Virgin
Starman, Ziggy Stardust, Suffragette City

1969 The Man Who Sold the World Virgin
Width of a Circle, Black Country Rock, She Shook Me Cold, Man Who Sold the World

1983 Let's Dance
Modern Love, China Girl, Let's Dance

1972 Space Oddity Virgin
Space Oddity, Wild Eyed Boy from Freecloud, Memory of a Free Festival

1974 Diamond Dogs Virgin
Diamond Dogs, Sweet Thing, Rebel Rebel

1975 Young Americans Virgin
Young Americans, Somebody Up There Likes Me, Fame

1977 Heroes Virgin
Beauty and the Beast, Joe the Lion, Heroes, Blackout

1980 Scary Monsters Virgin
Scary Monsters (And Super Creeps), Ashes to Ashes, Fashion

1983 Let's Dance
Modern Love, China Girl, Let's Dance

Tiresome. I loved his '70's stuff. And "I'm Afraid of Americans" with Trent Reznor is one of my guilty pleasures, but I can't say that I enjoy it, particularily.

To be honest, I haven't really liked his music from after the 1970s.
