Thats a rediculously broad and subjective question.
What do you want to do? Download anime? Discuss a particular anime? Discuss anime in general? Talk about other crap?
If you are looking for downloads for anime, the best bet is to check out the fansubber's channel. They will have the latest and quickest releases. Here's a incomplete (but a start) list of groups and their channels: http://www.anime-source.com/banzai/modules.php?name=fansublist .
I also lurk on anime-eden @ irc.rizon.net for anime and general discussion, but we're small.
You can search for specific channels for certain anime here: http://irc.netsplit.de/channels/ , or you can just get on EFnet, IRCnet, or QuakeNet and just browse. They have the most stuff.
