basically no mate,the only 2 real upgradable parts of a laptop are the memory and hard drive which are both accesiable from the underside of the laptop
however the processor on a laptop is on the mainboard and geting to this on a laptop means removing the whole casing and hard drive,and from experience this is a risky task,and even so,on some laptops the processors are not like desktops that can be easily removed and upgraded,the laptop processors are sometimes soldered to the mainboard and are impossible to remove,the same applies to the graphics chip,were as on a desktop you can remove the graphics card and insert another compatible card the graphics device is on a chip soldered to the mainboard
and the final problem is dell p.c,s and laptops themselves,if and only if you could upgrade the laptop you would have to use dells own upgrades which are more expensive
however i could be wrong,but before you do any removing of parts with your laptop look and research on the web,go to http://support.dell.com/support/edocs/systems/latc600/en/index.htm and download the manual and any other documentation

I believe the Dell c600 has had 3 different revisions of motherboards, one cuts off at 750, the other at 850, and the last can go upto 1 GHz, however, i dont think it will accept a pentium 4 processor.
if you can verify that you have the latest revision of the motherboard, i think the processor to go for would be the Pentium III 1 Ghz SL53S....

No. Two reasons:
1. Laptops in general are very difficult to upgrade the CPUs in.
2. Your laptop is Pentium III-based. No Pentium 4 chip will fit in a socket designed for a PIII.
