out of a 95 tahoe, the vehicle also would not pass 60mph, the vehicle seems to bog. and service engine light comes on and the vehicle also shakes

Too rich. One thing that quits a lot is the vacuum powered fuel pressure regulator. The vacuum diaphragm in it leaks and you suck a ton of fuel into the manifold. You can just pull the vacuum line off the regulator and check for gas inside.

Black smoke means your getting way to much fuel. That is why the engine is bogging down. It's choking on fuel. Your computer that regulates engine performance is out of whack. If your a do-it-yourself-er, get a code reader and it will tell you exactly where the problem is, and take care of the service engine light. If not, a auto repair shop or service at a Chevy dealer is in order. DO NOT drive it in its present condition! You can do serious damage to the engine. I'm surprised you got it close to 60 mph.
