Wrong question; Chinese workers by and large ARE unionized. The only problem is that private employers are much more capable of paying higher wages than the public sector. The government knows this and, in order to keep its own costs down, twists unions' arms into playing nicely with all employers, including itself...

In capitalist oriented nations, unionism and unionists are vilified for their socialist principles as being the harbingers of impending communism.
Yet in communist cultures, unionism is virtually nowhere to be seen and where it is, is seen as a government threat.

Remember, it was a Polish union that led to the destruction of the USSR.
Ultimately the adoption of union interests eventually benefits capitalist / democratic interests.
