The government knows this and, in order to keep its own costs down, twists unions' arms into playing nicely with all employers, including itself...

In capitalist oriented nations, unionism and unionists are vilified for their socialist principles as being the harbingers of impending communism.
Yet in communist cultures, unionism is virtually nowhere to be seen and where it is, is seen as a government threat.
Remember, it was a Polish union that led to the destruction of the USSR.
Ultimately the adoption of union interests eventually benefits capitalist / democratic interests.

Someone once said (or wrote) something to the effect of, "If you're one in a million in a country like China, there're a million other people just like you." The Chinese population is so immense that there couldn't possibly be a shortage of cheap labor.
