Well pretty much every government you have voted for has been responsible, directly or indirectly, of terrorism.
Right now USA groups responsible for terrorism are, Government, Navy, Airforce, Army, Marines and seeing as the government was voted into power, the American public is also responsible for terrorism. This can all ne generalised as the "Americanist neo con fundamentalist Christian extremist" which is an organisation, an individual, an ideology and an ignorance
