For a combination of best smelling and most beautiful, I would vote for Brugmansias.

The plant is also known as Angel's trumpet, and occasionally as Datura. It is not a Datura, but is closely related to the Datura species Jimson weed. The trumpet shaped flowers are about 10 inches long and are incredibly fragrant at night, especially right at sunset. The cultivar I have--'Dr. Seuss'--has an amazing and very strong scent--I'm not sure how all the others compare. Flower colors are generally shades of white, yellow, peach, pink and orange. The plant itself is a large shrub--maybe up to 10 ft. tall.

The plants grow outside in more or less frost-free areas--Southern California and the warmer parts of Northern California. I assume they also grow in Florida. In some other areas of the South, apparently they can be mulched and will die back, returning in the spring. In a pot they are very easy to move to a warmer spot--just cut the plant back to a "Y" about 12 inches long and move it to a cool (>50 degrees) dark area (even a closet). Water sparingly and it will go into dormancy.

These are amazing subtropical/tropical plants and are easy to grow.

I'm a rose freak, but I have to admit that nothing smells as good as gardenia. However, since you are asking what is the best looking and smelling then that would have to be the rose. There are too many beautifully scented roses to mention, but one that comes to mind is Angel Face. It's only draw back is that it is a hybrid tea which makes it short lived and disease prone.
