change all spark plugs and wires if you havent already.
B)
Take the car on the highway and drive it fo about 15- 20 miles get the engine hot then
when you get onto the >>on ramps<< and need to accelerate >>punch the gas pedal down to the floor,, the hi rev will break the carbon loose from the valves and pistons<<
thus blowing out the dirt from the motor and will heat up the cat converter and 02 sensors.
FYI: The cat converter only works when the engine is hot.
by performing this,, will make it perform better at the emissions test. After a few time of getting on and off the hiway then take it stright to the test shop and then let them test it hot. Bet it will pass.

ok it could be the catalyctic converter or your o2 sensor might be out but i do know this if you live in california you could ask for a form that you fill out and if you dont have the money to fix the problem then the state pays for it but there are some requierements or you can just ask the guy who did your smog test to fix it or at least tell you whats wrong

do you expect us to be Clairvoyant .
were you on a dyno when this happened IM240 run?
and if yes, what RPM did this happen.
not having any facts makes the solution , impossible.
but.. guessing is fun, try an air leak, more commonly called a vacuum leak, test all the vacuum hoses and the IAC and the EGR valve for its being unbolted or bad gasket under EGR.
but I could be wrong and this could be a YUGO with 750,000 miles on it.

in about 90% of cases, if the car seems to be running right, a new catalytic converter will almost guarantee a passed test.
Like has been said, the year and condition of the car would be a great help.

C02 and O2 are very easy to fix..... this is an air problem... so....
Change your spark plugs and change your air filter to a new one..... as long as your oxygen sensors are working fine, you should pass inspection no problem.
