Keep in mind that this person is accustomed to living on a tight budget. Also, what is the best area to live for someone who wants to be sort of in the center of things but not really in downtown Nashville (she'll be looking for an apartment)? Thanks!

I'm comparing it to south/east Kentucky....according to the site given, the only thing that will cost me a bit more is housing (by less than one percent) and everything else will be cheaper. However, my town wasn't on there...I picked the closest city to where I live (which is 2 hrs away).

I moved to a town outside of Nashville 6 years ago (Hendersonville) from Las Vegas and I think the cost of living is pretty good. If you are already used to living on a "tight budget" as I was, you will find lots of discount stores and sales all the time where yoou can get great deals on virtually everything. Also, there is the nashville flea market (I think it's the 3rd weekend of every month) at the fairgrounds and it's one of the biggest in the country- you can find absolutely anything there. As far as where to live... try the Hillsboro Village area. It's super cool with cool restaurants and shops and really cool people- mostly pretty liberal, educated types as it's next to Vanderbilt University and neighborhoods of old historic homes. There are some apartments there as well as homes that have been divided into apts. (but those are taken quickly by colege students) It's an area where you can walk everywhere and you can still the skyline of downtown about 2 miles away. Music Row is right there, too. Have a great move- it's a fabulous place to live!
