I think it may come from Don Quixote - the novel. He saw windmills that he considered to be 'something' and I have forgotten the details - someone else finish the analogy for me, please eh?? LONG time since i read the book/saw the movie.

There was a song form the 1960s called "The Windmills of Your Mind". Is that what you mean?
