Most laundromats will have 1 or 2 industrial sized washing machines that are meant for comforters that are too big for the standard washers.
You could try those.
Otherwise I would take it to the dry cleaner.

Take it to a laundry mat that has over sized washer and drying machines. I have this big fleece blanket that does not fit in a regular size washing machine and I take it to the laundry mat. Costs a few bucks extra. But it does the job.

You climb the pole while the flag is flying and spray a lovely floral or pine febreze on it so as it waves a gentle pleasant smell wafts down among the people. You slide back down the pole, assuming you aren't arrested for some sort of vandalism. And then pass out Laffy Taffy to the walker bys who are so happy that their flag is clean...

Hang it up so that its 'bottom' is at least 4" above the ground and it's 'flat out' the whole way. Use a 'power sprayer' (like for watering the garden) and stand at least 4" away and 'spray that flag' down at as 'high a pressure' as you can manage. Do BOTH SIDES, check to see if it's 'clean enough' ... if not, do it again until it's 'clean' ...

You could try to soak it in the bath tub in warm water mixed with baking soda. Fold it up before putting in in the water as this would stop it from getting too creased

Shake N Vac..If its just a bit smelly.... or take it to the dry cleaners.... shouldnt be too expensive. place by me will do a load of washing for like £3.. $1.80 or something

How dirty is it? Spread it out on the driveway and use a long handled scrub brush, bucket of tide with bleach and warm water and high pressure hose, then go to town.

find a local flag company and see if they offer a cleaning service. if not many indrustal cleaning services can do things like this.
