For good fashion purpose, you shouldn't wear short short and cowboy boots.
If you want to anyway, it would look best with a long sleeve shirt or blouse. Try a plaid parttern that brings out you skin and hair tone, i.e. tan burnette should go with a blue plaid. Do not tie it, unless you are purposely going for the Dukes look.

A plain shirt but the whole short shorts cowboy look is kind of hoe- like. So maybe you should try wearing a skirt that goes to yours knees with those cowboy boots take my advice i know

don't wear shorts with cowboy boots
wear the short shorts with cute flip flops and a shirt from Hollister

I'd prefer that you didn't wear short shorts with cowboy boots anyway, but if that's the look you're going for.. a blouse or something.

Or a fitted tee shirt. Just make sure you're thin enough to pull this look off.... nobody wants to see rolls of fat hanging out of your short shorts or tank top sorry to say.

i would layer a tank top and a deep vee neck very-shot-sleeves shirt to keep the look casual (the layering makes it look more sophisticated).
