Government as we think of it today started in Iraq.

The first answer is likely to be basically correct, but as far a well documented forms of governments? I think Egypt may be the earliest.
I'm positive other governments preceded Egypt, but documentation may be sketchy.

Some thoughts on what the question really means are worthwhile (1).

Beyond that, I reckon you may be looking for a more anthropological answer.

Read up on Mesopotamia and Jiroft (2). There is talk of evidence suggesting kings in both areas.

I believe Athens began keeping a written law first... but as for the first government, that is a good question.
