LTD, No, the GAO isn't the fox. The GAO is like a watch-dog barking at the foxes (corrupt politicians) who are guarding the chickens.

Yes, it must be :) I've always thought they've done a fine job, they seem to be one of the few high level branches of government immune to corruption.
