1) Sheer tinted moisturizer w/ SPF to protect your skin.
2) Brown eyeliner tight against the top lash line only.
3) Try black/brown mascara since you have fair skin & blond hair.
4) A your lips but better sheer lip color or lip gloss.

BTW, makeup is totally optional for you. You can just use a moisturizer w/ SPF daily to protect your fair skin.

Here is what I would do if I were you:
Get a layered haircut, to add fullness to your face. Get rid of the straight-across bangs, I don't think those are helping. Maybe some highlights too, if you are allowed.
I'd stick with a sheer tint moisturizer instead of foundation because you have nice skin. Something neutral to golden. If your skin is oily, you could substitute powder for the tinted moisturizer. I would not try any kind of fancy shading tricks, keep it simple because you want your face to look fresh and touchable.
Your eyes are your best feature and you should play them up. Try some warm pink eyeshadow with gold shimmer in it. Line your eyes with a dark brown or black liner, and add black mascara. If you want something more dramatic, try dark brown eyeshadow. When you want to make your eye color really pop, you need to use colors that are opposite on the color wheel. The opposite of blue is orange, and because you probably don't want to wear orange eyeshadow, go with warm brown or peachy colors with gold shimmers.
Your lips are also very nice, and they have a nice color to them naturally. You could wear some gold shimmer lip gloss, either clear or warm pink.
:)

I think that u r fine as u are...but if u do want sum advice try going for warmer tones of colour like golds, browns & cream. For abit of colour go for greens & perhaps blue- these wud tie in nicely wiv ur eyes. Try using a brown mascara rather than black as it may look a lil too strong. I wudnt worry about foundation as ur skin look pretty good. I dont think u need blush 2 b honest but if u feel u do go for a peachy colour to go wiv ur hair. Go for a light coloured lipgloss/balm.

before your make-up, get some layers cut into your hair, get a right side part, and sweep your bangs from the right side of your head to the left after growing them out a little bit.
okay, next. get a good concealer, like maybelline pure blemish fighter, for when you get a zit or two. apply a little covergirl fresh complexion powder foundation over that to set it.
also, if you want, get an untinted, transparent loose or pressed powder to dust over your T-zone (forehead, nose, chin) to keep away any shine
for your eyes, start with a trio of rimmel eye shadows in brown/pink shades, like the spices combination. apply the medium shade over your lid to the crease, the lightest from the crease to brow bone, and the darkest in the crease. blend them together and use as much or as little as you want
after this, get covergirl perfect blend eyeliner in mink and apply it above your top lashes and below your lower lashes (the outer 2/3 only on the bottom) and smudge to make it a little softer. you can also apply some of the darkest shade of your eyeshadow (a very little bit) below your bottom lashes for a little more definition and drama
use a white liner or covergirl single champagne colored shadow on the inner corner of your eye on days when you're tired and want to look more awake. also invest in cover girl fresh complexion under eye concealer.
for mascara, covergirl all the way. lash exact in black brown, or volume exact in black brown. get the lash exact in waterproof, because otherwise it can flake, but the volume exact is supposed to be really good.
finally, for your lips, use lip medex (from blistex) at night, after brushing your lips with a wet toothbrush. it sounds weird, but this lifts dead skin cells and softens your lips extremely. use it before you shower so the heat helps it to absorb.
then use covergirl lipslicks or wetslicks, both clear because your lips are already a nice color, and i think your eyes are the feature you want to pay the most attention to.
i don't know if you want to use blush, but if you do...try covergirl cheekers. to find your shade, pinch your cheek. whatever color your skin turns, match this shade to your blush. apply to the apples of your cheeks (smile, and apply to the roundest part) and blend (BLENDING IS YOUR FRIEND) up towards your temples.
something else important. make sure you invest in a great skin care routine. clean & clear makes great cleansers, pick one out based on your skin type at www.cleanandclear.com. an astringent or toner from them would be good, too. and their advantage spot treatment is great for new pimples. but for moisturizer, go for something with spf, such as neutrogena oil-free moisture with spf 15 (MUST be oil-free).
good luck and have fun!! i really hope i helped.
