Use Task manager to close unwanted process..
Goto File - Run - explorer...
If explorer opens, try moving t needed files to a safe location n ten restore ur PC...
uninstall new sofware/drivers or hardware n ten try again..

The same thing happend to me also. The first time it happened I kept clicking on all the choices from the black screen. Then the second time it happened I had to call Gateway and get help. They had me wipe out my hard drive. Now it happened recently and again I just kept clicking on all the choices until finally the Windows started up.
If you have programs, such as AOL/AIM, Messenger, or Yahoo! that starts up when your computer starts up then you need to change that because it causes problems with the start up. I do a virus scan every night before I turn off my computer. I know it not much help but you might want an computer expert to look at your computer.

1. Try Loading the computer into last known good configuration
2. When it loads with just the wallpaper do CTRL + ALT + DEL click new Task and type explorer.exe and press OK
3. Load Computer into safe mode with command prompt and run the following command to load system restore (System restore does not delete files, just programs and settings)
On the dos screen type
CD C:\windows\system32\restore (Press Enter)
Then Type
rstui.exe (press enter)
System restore will load
4. Do a repair installation of windows

Hit the start button on your keyboard and see if the start menu comes up. If it does you can navigate to windows explorer and copy your files. Also right-click on the desktop and go to properties. There may be a setting that's preventing the taskbar and shortcut items from appearing.

Did you cancel out during the middle of a windows update? Sounds like you're missing an important file. This has happend to me and rendered my PC useless...i couldn't get where I needed to to attempt to restore it so I simply formatted the computer. If you can navigate..save everything you need..if not...and you can't restore..then i'm afraid you'll have to format and lose alot :(

No need to restore just yet.. Put your windows XP disk in and use the repair option.. Your computer should be fine after that.

Try putting the Windows XP Install CD in and doing a repair. Or you can go to the command prompt and do a fixmbr annd fixboot

try a system restore (not reload) use the windows key + R and run %systemroot%\system32\restore\rstrui.exe
then go back to before the problem started

Open taskbar kill process of explorer and then click on new task type explorer.exe u will get all items.
If it is not happening you can do repair disk without formating OS, u will get your datas back.....
