It's materilization, it might be a way of expressing one's intentions and I don't believe that lust is the only reason why people wear them. For example; you have a married couple and they might want to get a little exotic with there situation; it was generated through love, but then again you might have some individuals that like to react on lust and lingerie really makes that point clear. It has two perspectives to it, it just really depends on what intentions are at hand at the given moment.

The reason why is because men are attracted to women who will put on a show for them. Lingerie helps attract the guys and makes them even hornier then a naked women would. The other reason why is because it kind of puts a barrier between the sexual areas that the men want and the men show it turns them on even more and they become really desperate for the women.
