It's an orange reddish color and it looks like a wasp and a mosquito mix. Of course, it flies.

OK ! Now that we've got a picture forget the crane fly.

That's a Robber Fly of some sort. I've seen reddish ones before but not one that red. Robber flys come in several shapes and colors. There is one that predates wasps and bumble bees and is a bumble bee mimic.

Looks a lot like the 'Hanging Thief Robber Fly' which is reported to attack humans.

Sounds such as you perhaps describing a sprayer. They are used to spray vegetation. A purple one might be a Case IH, inexperienced a John Deere, yellow a Caterpiller and so on. They even have water vehicles utilized in production which might be higher, however they don't seem to be constructed as you defined. Go to SC's site and look up crane fly. Note the wide variation in types. The strongest indicator to identify is look for a V shape of thorax segments.
