Seriously, your not too young to change your eyebrows. Making your eyebrows more defined, can completely change your look for the better. It can make you look more pretty, sexy etc. You have the perfect face to work with, its very pretty, changing your eyebrows will make it ALOT nicer xD I think you should pluck, not wax.
To get the best results, look at some nice eyebrow templates, use some coloured eyeshadow and go over the skin/hair of the part you want to remove, so you are left with the shape you like. Then pluck the hair under the eyeshadow. Wash it off after, then neaten it up.
If you like you could get it done professionally, if you would prefer. But Im sure you can do it yourself, I did and they turned out great xD I just neaten them up (pull out the growing ones) every week or so.
Your mom is just a bit over "protected" because she's starting to realise your growing up. Just let her know, not to worry and how much responsibility you have. It doesn't mean your going out to get a tattoo.

Since you don't have a unibrow, I think you look fine without plucking. However, it is up to your mother at this point. Try talking to her and seeing if you can compromise on the age you can start. In the meantime, get an eyebrow brush and see what a difference it can make. My daughter is 15 and doesn't pluck or wax, but she does use the brush and it looks great.
BTW - I had a unibrow as a youngster and my mother let me start plucking when I was about your age. If you had bad eyebrows, I'm sure your mother would let you pluck.

They aren't terrible, at least you don't have a uni-brow. Just start tweezing, it will hurt but you'll get used to it. You don't need your mothers permission, just go to the dollar store and buy some tweezers, or borrow your mothers when she's out.
Tips for tweezing :
Take a pencil, and put it going straight up, against the beginning of your inner eye along your nose. Your eyebrow should begin there. Put the pencil again, at the end of your eye, your eyebrow should stop there.
Also, start plucking from the bottom (towards your eye) That will naturally give your eyebrows a shape. Which will look good.
Put the tweezers in a cup of hot/ver warm water before tweezing.

I think your mom is probably just uneasy about you being so grown up. It's scary for a mom to watch her babies grow up. I suggest a compromise. Use an electric trimmer. I have one from con air that I got at K-Mart. It runs on a AA battery. It's shaped correctly so that you can shape up your eyebrows and trim them down a bit. Is your mom giving you a reason why you can't get your eyebrows waxed? She may have a good reason. I would push the issue a little, you at least deserve an explanation.

my mum is makeup artist and form what ive learnt about being around her you are best to wait till you 15/16 as your face shape will change which in turn means you will need to change your eyebrow shape which you cant do as they dont grow that quickly. my advice would be to wait a couple of years when your face has matuared more however if you really are worried then you can pluck the stray ones that arnt on your brow line i class them as the strays, if you still want them doing i would really sit with your mum explain how you feel and ask her to come aswell just remember your still her girl and she doesnt want you to do anything that later might not look good comprimise with her i did with my mum and i still got what i wanted but with her making sure it was right for me. good luck and i hope this helps

I'm 13 and my dad is all weird about me plucking my ear brows. Personally it think parents need to stop being so riduluse about these things! I mean come on who really cares if your daughter wants to shave her legs when she 12 or pluck her eyebrows, whatever. The point is that its not their body so they should stop acting like it is.

Your brows look fine and 13 is young. I'm guessing that your mom doesn't want you to look much older too fast and she has a point. By looking older than you are, you may attract inappropriate attention.
To overcome her concerns, find some pictures of what you'd like your brows to look like & see if you can come to an agreement w/ your mom. Stick to a natural brow that's just tidied up a bit under the brow bone.
Allure & InStyle are good magazines for pictures. Sephora.com's Beauty Central is an online source for images. http://www.sephora.com/browse/article.jhtml?id=200024

When I was 12 last year my mom took me to a salon to get them done and my friend too. We dont pluck them, but we get them done every once in a while at that salon because i tried to pluck them once and totally messed them up! I dont think you are too young!

Well kiddo,
I didn't look at your picture... but I can say this to you without looking at you. If you are uncomfortable with your appearance, then you should continue to try to make your mom see it from your perspective. I have a 12 year old daughter and although it breaks my heart that she is growing up soooo fast... I understand that it is something she HAS to do. I wish you luck with your mom and hopefully she will see things from your point of view.

nah you are in middle school age that is a perfect time to start however your eyebrows are not that urgent of a case. Plus, thicker brows are the trend for 2007
