I don't smoke, but I need the lighter as an electronics power plug for my cell phone and GPS. Please let me know if it's just a fuse that needs to be replaced...

Look into the socket and make sure there's no junk down there that might be shorting things out, and replace the fuse if it's blown. Your manual will have the location of the fuse block and the individual fuses.

Lighters are very simple. Probably a fuse. Some have an inline fuse as well as the fuse at the fuse block. Get a 12v test light and first check the socket, then trace the wires back from the lighter to the fuses.

Well, how would we know if it's a fuse? I can't see your car, you'll have to check that yourself. Considering the car is fairly new, it's probably just a fuse. Other options include a disconnected wire, or a broken relay.
