Who came up with this little sequence of signals to signify you want to share some quality time with some gay dude in the stall next to you? It doesn't really sound like something they came up with at a closed meeting at the Republican National Convention, so where did it come from?

I don't even see how this could be considered a crime. You wave you hand, or do a dance in the bathroom. So what?

What if you walk up to a stranger in the rest stop and ask if "they'd like to have sex with you". Even this shouldn't be a crime. The stranger simply has to say no or yes or get lost, etc. Did money change hands?
