The price of the phone without a contract is $269.99. If you sign up for a two year contract, then you will have to pay $129.99 for the phone. So the phone will cost you $129.99 to buy online not $79.99.
They end up with the $79 price by including the rebate card in the price. BUT ... You have to send in a rebate form in order to get the rebate card - which I believe is like a $50 debit card. You should know that you only have 120 days to use the card.
