Can you decorate by hanging the American flag on the wall? Sure.

Can you use the American flag on a shirt, shorts, chair, etc? Well... technically it is a breach of the flag code. This is not law, but a guideline for how the flag is supposed to be treated. Most people totally ignore this part of the code today (if they know about it at all).

When the flag is displayed in a manner other than by being flown from a staff, it should be displayed flat, whether indoors or out. When displayed either horizontally or vertically against a wall, the union should be uppermost and to the flag's own right, that is, to the observer's left. When displayed in a window it should be displayed in the same way, that is with the union or blue field to the left of the observer in the street. When festoons, rosettes or drapings are desired, bunting of blue, white and red should be used, but never the flag.

When hung in a window, place the blue union in the upper left, as viewed from the street.

As long as you are not defacing the flag, you can hang it up inside or outside. There are certain ways to display the flag when hanging of course.

If hung on a wall, the Union (stars) should be the top left of how the flag is to be viewed. If hanging off a pole at a 45 degree angle, the Union is to be displayed at the top of the pole.

The flag itself no unless for a special ceremony or something like that. Similar things of stars and stripes is done all the time. If done descretely no one objects.

People do it all the time: from paper plates to bikinis to towels.

Kinda makes you wonder if its desecration to throw out a paper plate with a flag on it after you finish your cake. Hmm..
