Try this website:
http://www.transportdirect.info/Web/Templates/Home.aspx?NRMODE=Published&NRNODEGUID=%7b9B2CEBBB-B2D4-4022-A0D1-5B939541864D%7d&NRORIGINALURL=%2fTransportDirect%2fen%2fHome%2ehtm%3fcacheparam%3d7&NRCACHEHINT=Guest&cacheparam=7&repeatingloop=Y
Enter the locations as detailed as you can and it will get you a good detailed travel advise.
(At first you just get a list of travel times and durations, click on details above that list.)

Stow-on-the-Wold: train from Paddington to Kingham (1 hour 20 mins) and then four mile taxi journey to your destination.

Ross-on-Wye: the nearest station is Ledbury (10 miles), from which you can get a bus or taxi, but it is probably quicker to go to Gloucester and get a bus from there.

Multimap.com if you're driving. Train otherwise. Unless you have a helicopter.
