Go to Control Panel and click on Keyboard.
(start button, settings, control panel, keyboard)
There you will see setting you can change for repeating keys.

Go into control panel and check your keyboard settings, if you have a check box next to the repeat rate check to see if it gives you an option to turn the repeat rate on or off, make sure it's on

you have sticky keys on disable it by pressing shift five times in rapid succession and then click settings and uncheck any boxes that are checked
once you have done that, save the changes and it should work, if not replace keyboard.

Go to your Control Panel, then to Keyboard. You should be able to change it back there.
