Is this an ethnic thing? Like so many other aspects of culture [I suspect] blacks did it first, then whites were soon to follow. What is going on here?

rappers started doing it but the funniest thing is that it was started in Prisons to let eveyone know you was somebodies "woman" funny how that worked out lol

It's a social norm thing, in the 60's people challenge the hair length norm (among other things), now different hair lengths are the norm and are rarely commented on except as a matter of taste.
Humans have probably spent more of their history with less clothes than they have fully clothed. In another generation or two it will be something else just like every style or norm change has been in the past....

I was watching a documentary about prisoners. One of them said it started in prison. It was to let the other guys know that they were available. I am not saying this is why the kids do it now. I am just saying that is what was on the show. The prisoner said that if the kids knew what it meant they wouldn't be so eager to wear them that way. Whether this is true or not I can't be sure it is just what was on TV.

I am a mom, I have serious thoughts about pulling up their pants!!!
I don't know who started it, some guy who was anorexic and his parents wouldn't buy him smaller pants????? His mom didn't do the laundry and all he had was his fathers fat pants to wear?
He got new boxer shorts and wanted to show everyone?
