I have overpaid for four years now at 10% interest on a 10 year note..at $24500...............
According to him I owe $16000.........found out that He hasn't even recorded deed into My name.....
Where can Iget a loan for the last $16000...Icould pay it off in 3 years......

Local bank. The wholesale lenders and brokers won't go that low.
BofA will probably do it. And they have some cool programs.

Talk to a couple local banks and see what they can do for you. If your credit is decent, you should be able to get a loan - but the lender would need to work with the seller also to get everything finalized and the deed transferred.

On an owner-financed sale, it's not uncommon for the deed transfer not to be done until a very substantial part of the total price is paid. The timing on that should have been in your initial contract with the seller.
