It takes a little less than 365.25 days to go around the Sun.... So every four years you get roughly an extra day, thus the leap year that has 366 days to make up for the four 0.25 days that have accumulated over the four years.
Since its slightly less that 365.25 days, thats why we have the crazy lead year rules that say we do not have leap years on multiples of 400 years, or something like that.
