These were purchased from the legal fireworks vendors in the city and lit on July 3rd. There were no "fire bans" in place and no permits are required. The only law that was broken was lighting them outside of permissible hours.

The term "legal vendor" has nothing to do with you. Most areas require a permit to set off fireworks. The fine could depend on if you were charged only with setting them off or if there was a "fire ban" in place at the time.
