It may depend on the job and the crime. If it is a disturbing the peace, very little affect, but say a theft crime, which is a crime of moral turpitude, then it could hurt you in the getting a job handling money.
A DUI (DWI-depending on the state) would affect a job where driving is a part of it. Both companies and government may check. IF you lie about it on your application, and they find out, you are toast.

The responsibility would be on the company. Each company will differ, even for the same job. Most charities, governments, and larger companies, like those with brand names (i.e. Sears, McDonalds, Wal-Mart, Goodyear) have added policies in recent years that require they do background checks, but allow the person making the hiring decisions decide if that particular crime is a dealbreaker or not. Daycare, services that send workers to other jobsites (repairman, janitor), and cashier jobs are all jobs that somebody with a misdemeanor might not get. For instance, if somebody was convicted of a misdemeanor they might not get a job in any bank or even with the janitorial company that cleans the bank. If that same person was applying for an auto mechanic, a name brand service garage might not hire them but Ed's Garage might overlook that or not even bother checking. A name brand fast food restaurant might take somebody if the misdemeanor was driving without insurance but not if it were for theft.

No misdemeanor conviction makes you inelligible, but it has to be reported, and can be taken in with rest of resume for character evaluation.
