It is probably just a cost savings thing. Low to mid priced refrigerators usually don't have a light in the freezer, but higher end and many newer models do. I think most side-by-sides have a light on the freezer too.
My Kenmore Elite with bottom mounted freezer does have a light in it. However, my $75, 5-cubic foot Heir chest freezer from Walmart doesn't have a light. Many other chest freezers I have looked at do have a light, usually mounted to the lid.

If your talking about an upright or a chest freezer, it just depends on the brand. The cost will be different if it does have a light versus those that don't. Same goes for frost free and those that are not.

It depends on the model. Some freezers do have lights in them. The large one that we have for storing food long term has a light in it.

My GE side by side does. So does my older top freezer/fridge in the garage.

Some of the newer ones have them (I just checked new appliances when my existing fridge was acting up).
In general I think they worry that a cold bulb might shatter when it first comes on and that makes it need a special covering or shield.

...most all of the BIG dollar freezers do... the bulb is the problem... the cold freezes it and when it comes on the heat cracks it...but...new bulbs and technology make it work...just costs a bit more...
