The car engine and the screen wash tank are 2 independent systems. Why they say that the water will not work with plain water is because it is the same as washing your hands without soap. When you have a space in the washer tank put in the desired amount of screen wash and you will notice the difference in the effectiveness of it in cleaning the screen. You can do no damage using plain water or the mixture. You will notice no difference in the working of the car.

Screen wash acts as a detergent for your windscreen, as it's in a car that can get really cold it also contains anti-freeze so depending on the time of year you need to judge the amount of screen wash you use, i.e. 50/50 for winter, 25/75 in the summer.
Unless you know the size of your screenwash reserve just go for it and top it up or empty the reserwior and measure how much water it takes, etc.

Just get a bottle of concenteated screenwash and follow the instructions on the label. 1 part screenwash to 10 parts water is usually fine in summer. Don't be tempted to use washing-up liquid as it clogs up the washer jets.

I bet you are the same kind of person who would ask if it is ok to use extra virgin olive oil in a rolls royce engine because its an up-market - posh car. The only reason screen wash is recommended is that it contains a mild detergent and alcohol surfactants to lift dirt from the screen. In winter, the alcohol acts as 'antifreeze' by lowering the temperature that water freezes at. For decades, plain water has been adequate to clear screens, and in winter, metholated spirit -meths- was added. You can buy either ready mixed or concentrated wash from either motor suppliers or supermarkets, whichever is cheapest, or nearest. They all do the same job!! 25% concentrate for summer, up to 50% for winter is usual.

No problems will have been caused by just using water.
If you buy screen wash already diluted it will get stronger without worrying about the mix strength. With the amount of wet weather we get it won't be long before you are to refill with the correct strength mixture.
You will need to get the mix right for the winter or your windscreen washers may freeze, this will cause them to be inoperable making you come foul of the Law

If you'd like to give your windshield a real treat clean it thoroughly with Stoners glass cleaner, (Walmart) automotive section). Wipe the windshield with Rainx Windshield Treatment. From this day forward use 100% Ranx De-icer wind shield washer fluid also avalable at "Wally World".
The natural "rain" drops will bead up and literally fly off your windshield. Offen times when other drivers are operating their windshield wipers, you will find that your wipers will not need to be used at all!
Never "cut" or mix any brand windshield washer fluid with water. The low temperature freeze point will be severly comprimized and the actual squirter nozzles may freeze!

It should not make a difference while the weather is warm; just use it up before it gets too cold.
Check the washer fluid bottle for the correct dilution in your area.

As a psychologist you should be able to determine the truth of what is happening to the brain of your car when you infect it with strange substances. If the substance bubbles when you put it in, you should know that it will do no good. However, if the substance does not react at all, you will know that the car is lying. If the substance causes the windscreen to clear, then you will know that the substance is Kosher. If you have a degree, God help us all.
