Questions like this bum me out. I think it's because to ask such a question is to not have read much poetry. Everyone has favorites, don't get me wrong, but you didn't ask "who is the favorite or most popular poet of all-time?". You asked who is the best. Now is that for technique? Is it for execution? Is it for subject matter? Is it for form? Is this in English only, or all languages?
Most people are going to participate in a popularity contest when they answer. In a way, that sort of goes against what poets are about. Lastly, poetry is art. I think it would be equally absurd and depressing to ask who is the best painter of all-time?
In sports, we don't ask sluggers from the steroid era to go back in time to bat against pitchers from the dead-ball era. I don't think it's fair for John Ashbery to go back and compete with Sappho for our affections. We, the readers, should be able to appreciate each for different qualities and reasons.
