There is no set number of hurricanes and the number of hurricanes and tropical storms (together they form the named storms (formal names for each storm have been only assigned since 1953) for each year) can vary a lot from year to year. The problem with the records on Atlantic basin tropical cyclones is the records of the entire Atlantic are complete only back to around the age of the early weather satellites which is not even 50 years. Before then, and especially before 1944 when aircraft were first used to investigate hurricanes, some tropical cyclones could form and complete their lives without reaching land and records of them of may not exist. The National Hurricane Center has records of all known tropical cyclones since 1851. In studying their records (which are available on their wed site) the least number of known and believed to be of at least tropical storm strength (or a named storm) in a year is one in 1914. The most in one year was 28 named storms, in 2005.
