Ok, I know it's a hard thing to do.

But what is the step to take to create or change the laws??
What can we do ?

Or how to create a new fondation ?

I will tell you my goal.
Like you know there is lot's of junk on internet... Pedophilia websites, internet piracy (music, movie, game, software etc...)
Drug sell on the net, Illegal Firearm selling website.

I will like to create (even if it's a huge goal that concern lot's of thing) to create a fondation that will simply search websites that are illegal and (here is the complex thing) shut it down the public access to this website with the webhosting or the internet provider access give to the site.

GREAT IDEA!

Someone already said it, you don't need a law to do it just a really good hacker. If you really want a law then you have to type up an Abstract of what you are wanting to do then present it to your senator and if they think it's worth looking into, they will draft a much better outline known as a Bill and present it to Congress to be voted on. It take a lot of time but if it's good enough and they see that it's worthy of being a law then it will become one but in time.

Technicaly citizans cant create laws. The congress does. But what we can do is we can do is we can just try to make the world a betterpalce, whatever the cost. If you want to become part of elections and such, you must first get a "ticket". To get a ticket, you must be heavily invovled in politics. I'm not kidding. You're life needs to e based on politis if you want to get a ticket. Once you get a ticket, you can take it from there

Nice try. The people just move the hosting, faster than you can find them. And if it were easy, the bad guys would be closing down legitimate sites, like yours
And laws are national while the internet is international, so it doesn't matter if you make laws (actually there are plenty on the books.)

I don't know where you are located but the actions you are talking about would be illegal themselves in the US. Private citizens can not determine someones guilt or innocence and take matters into their own hands. We do have a juridical system and you can't just skip it and name yourself World Judge, Sheriff, and Exacutioner

Clue, you do not need a law to do that, you find the sites and report them to their ISP.

But who died and made you God to decide what others are guilty of?
