If the string is not perfectly level, then a helium balloon will pull the straw toward the upper end of the string, and an air balloon will drag the straw toward the lower end of the string.

If the string is perfectly level, any slight air current will push against the large surface area of the balloon and pull the straw in that direction.

If you are in a vehicle, then as the vehicle begins to move a helium balloon will move in the same direction (even relative to the vehicle), because the movement of the vehicle momentarily "squishes" the air in the vehicle to the rear of the direction of movement, creating a slightly higher air pressure from that direction and pushing the balloon the other direction.

Does the balloon have helium in it? Is the thread at an angle?

The force of the air coming out the one end propels the balloon the opposite direction. Just remember that if a force is exerted on an object and it is not balanced, the object will react equally and opposite.
