As to your question as to whether God is evil, you have no way of answering that without first agreeing on several assumptions. First, what is your definition of God? Is it simply something that is the most powerful force in the universe? That certainly makes room for him to be evil. Homer's gods maybe closer to this.
But over the years, the notion of God became perfection. Not merely being the best there is, but being the best you can possibly conceive. That by which the value of everything else is measured. And what we call evil is merely the flaw. Whatever falls further away from that standard is the flaw. Whatever fails, including mediocrity, negligence and omissions are all evil in varying degrees. You mentioned "evil is the execution of a wicked state of mind and moral standards". Under today's theological thought, God is the moral standard by which we are able to judge which is wicked.

That depends on how we define "god."
If we assume that he (or "she" or "it") exists, we must also assume attributes to that existence. (yes, i know... that is a lot of assumption already, but that's how the "god" game is played!)
For the sake of illustration, we could assume that because you are writing in English, that you are familiar with the Christian attributes of god;
namely: He is male, he created everything including us, he is all-knowing (omniscient), he is everywhere simultaneously, (omnipresent) and all-powerful, (omnipotent).
By this definition then, yes, he is responsible for all the good and all the evil too.
The feminine pronoun at the end of your first sentence may indicate an open minded approach to discussing god. Just for giggles, I should point out, many people agree with you; that God should more likely be a feminine manifestation rather than a male. This is simply because of the creation myth.
If god "gave birth" or created the universe and everything in it, that is decidedly a female characteristic. With the notable exception of the sea-horse and a relatively small number of asexually-replicating lower life forms, nature is nearly unanimous in having the female give birth. That is certainly true for all mammals.
If we accept another part of Christian mythology ( that we are created in his image) then it makes sense that He would be a She.
As for the true source of evil, I think it is clear, evil comes from humans, not any supernatural source. Even Christians try not to give god the blame for evil. They lay that rap on one of his archangels, Satan.
The most pernicious type of evil is when humans invent or steal mythology to justify criminal actions with the sanction of a higher authority. Attributing characteristics of good and evil to supernatural beings is never compatible with logic or ethics.
Bottom line?
If god gets all the credit, then he also gets all the blame.
You can't sue him though. No one has his legal address and he doesn't give out a number. Maybe science will someday find proof of God's existence. God knows, religions have failed to find any proof. In the meantime, the predominant arbiters of religious mythologies have done more harm than good.
Evil comes from humans, not god. The Greatest Evil always wears the disguise of piety and righteousness. Ask yourself, who wears that cloth? There you will find the real source of evil, and the answer to your question.

God created free will. God didn't create good or evil. With that ability to make decisions for yourself, you are able to do whatever is considered evil. I do know that evil is based upon the perspective of the individual and not a defined thing.

In the beginning, GOD.
We know he is good because he has created the universe and earth and plants and animals in a beneficial manner. He cares about his creations and cares for them. A good GOD. His gift of free will is often mutated to evil.
A house divided against itself cannot stand. There fore, another force or presence is at work. and Evil that is trying to mutate the free will. Attempting to pervert what has been created good.
God does not pervert his own will. this is absurd. Another will is clearly involved.

No God is not evil, God is the antithesis of evil.
God allows evil to exist in the world in order for his children to make a choice between right and wrong so God can judge you when/if you get to the pearly gates.
God gave us evil and 'free will' at the same time. It is up to us to choose the right thing.

God did not create evil, people that choose not to follow his word; can be evil in their ways though.

According to religious fundamentalist dogma, God sets standards than can never be realistically accomplished by mere mortal humans; therefore God punishes and damns humans for failing to live up to those unattainable standards. I guess the Abrahamic God is truly evil, indeed.

No God is not evil. Like you said God did not create evil but rather good. Evil was created by Gods creatures rebelling. Many people think that God created evil but that is not true. If you read the old testament you will find that in the beginning everything was perfect until humans did not listen to God. And they opened themselves to be tempted by a angel who also rebeled against God.

Maybe god was just bored up there taking care of everything for eternety, and decided, maybe I'll make myself a rival as a little game, and I'll make humans to see if they really love me, or they just want to get in heaven, and if they don't love me I can send them to hell, if hell won't take them, I'll put them in an empty space and the devil can give them a veggie with ever burning coals in it, and this will be fun!
Also, Lorabelle, he/she isn't retarded, it is an honest question, I was actually thinking of asking.

I think in order to learn, you have to pass through some severe things, so there is good and worng in God, but that us your point of view. I think there is no evilness in God, he makes a balance of the things that happen.
