Pipe and tube, regardless of fabrication material use the same definitions.

If it is 6 inch pipe the i.d. (inside diameter) is 6 inches.

If it is 6 inch tube, the o.d. (outside diameter) is 6 inches and you need to subtract twice the wall thickness to get the i.d. The wall thickness is governed by the type of material (schedule # for PVC).
