Portable work light. Either sodium or halogen. They come in various sizes and lamp configurations. Usually 110 volt for site work or 240 volt domestic applications in the U.K. They get very hot, hence the wire guard.

- First off, after awhile they're called "useless" because of the abuse these fixtures suffer. But on my side of the planet, they're called "temp lights" as in "temporary lighting" . There's the small 500-watt portable one's that are usually placed on the floor. There's also the dual headed version which is usually supported by a tripod.
