I don't think it's offensive (after all, I draw a fair amount of edgy stuff) but realize this is the USA, and not Europe. In the USA way too many people get offended by such things as bare butts, bare breasts, nude statues, mating animals and little puppy-dogs taking a dookie. Things that really aren't a big deal, because they are part of life and/or not meant to be outlandishly disruptive.
So . . . in the USA "artistic nudity" and such quickly gets confused for "prOn", and anything even minutely inappropriate gets blown out of proportion. This includes innocent stuff like photos of puppy-dogs doing a natural bodily function.
In Europe and Asia they are rather more tolerant of this stuff, as a whole, because they have the good sense to clearly differentiate between the artistic, and the pornographic.

It's a picture of a cute little puppy, for God's sake!
A dog-hater must of rejected it. Or maybe a bigot.
I guess, if you sent it to a "white" person and added derogatory remarks, it could be considered offensive.
Otherwise, it's just a puppy in a natural pose - nothing wrong with that at all!
Geez, what's the world coming to?

No I don't, but I saved to to my computer. it is the posture of the pup in the picture you could be using it in an offiencive terms, its not the picture but how people use them.

is that really your natural hair color? wow thats cool. you could definitely pull off a darker color with the same cut. The only thing i would say is that it would be hard to get back to your natural color if you wanted to after you dyed it

I think if you took the picture about 5 minutes later and sent it in you would have better luck.

Put some flowers under the dogs nose, and send it back to them. It should work then...
