therefore what does it take to become king and queen?

Mostly because Elizabeth never asked for him to be given that title. Unlike the title of Queen Consort for wives of a King, no title is automatically given to the husband of a reigning Queen in the U.K.

Beyond that, there has never been a tradition in European monarchies of giving the title of King to the husband of a reigning Queen. Of the 3 current European Queens (Elizabeth II of the U.K., Magrethe II of Denmark, and Beatrix of the Netherlands), all 3 husbands have the title of Prince Consort, not King.

Libretrac is right. He was not the direct descendant of a king.
Queen Elizabeth was the first born daughter or a King (who did not have any sons), if Phillip was to be called a king, he would end up outranking the direct descendant to the throne.
(However, when Prince William becomes king, his wife will be queen)

Because he married into the British royal family. He was a grandson of the royal house of Greece (now in exile) so was always called Prince Philip. Dont know what his entire titile was. But he was Greek and Danish and some German. All the royal houses of Europe intermarried so he probably has some other royal blood there also.

Becaue the king is the head of the realm and Prince Phillip is German and the Queens cousin, If she crowned him King he would be boss and not her

Because he's not - he's not of royal lineage. He is Prince Consort to the Queen, and Camilla will be Princess Consort to the King, should Charles ever ascend.

Because you can only achieve the status of king and queen through bloodline, not through marriage.
