what are the common edge-cutting tools used in building a foldable chair?

With all due respect a design should be your first consideration. Practical application and fabrication should follow.

Tools are perhaps a minor issue, unless MASS production is part of the plan.

Saws/ Drills/ other and various power or hand tools.

I dont know if you mean cutting edge or edge cutting,a router is used to round off edges. Basically a miter saw can make square cuts or any angle you need and a drill to make holes for the the folding pin holes. These two tools are invaluble for building a lot of projects.
