You didn't really give enough info, but there are loads of decal or transfer papers that can create transfers and decals on this page of my site:

Making the PAPER is difficult... but I use Micro-Scale paper with a laser-printer all the time.
Check on this link under "Products" http://www.microscale.com/ ... can be bought at any reasonable Hobby-Model shop.
