when shes eating , she tries to bite the food, but she bites air and if i try to scare her by dropping my hand very quickly and stop just before i hit her she doesnt flinch or any thing.so?

Put an object in front of her, and see if she runs into it or goes around it.

How old is your tortoise? Have you done any research on the variety and its health issues? Turtles/tortoises are the cows of the animal kingdom. They're sweet, cute, and funny, but not all that bright and usually a bit slow.

Turtles don't flinch- if anything they pull their head back slightly or in completely.
A turtle's eyes will seal shut if they don't get an hour or so of real daylight.
Don't leave turtle in hot sun!!!
I doubt she's blind....just let her eat in peace.

Go to the vet and they can tell you otherwise put your hand or something in front of her and see if she runs into it.
