Try a bare minimum set up. No HDD, FDD or CD drive and just 1 stick RAM. Bare set up should be able to POST and open BIOS menu. Then reconnect each device one at a time, HDD first.

If still no signal w/ bare set up, check if power supply fan and processor fan are spinning. If spinning but no signal, processor could be defective. To confirm if processor is dead, run bare set up w/out RAM. You should get the endless beeps. If no beeps, processor is dead.

The key to troubleshooting is three words "reduce the variables". Strip it down to the bare minimum:
Motherboard
CPU w/ heatsink and fan
known good video card
One stick of RAM, tested in another machine.

That all you need to get a POST
NOTHING ELSE. No mouse, no keyboard, no drives.

Plug a known good monitor into it and power it up and see if you get a POST. If it does, then add components in one at a time until you find the culprit. If it still does not post, you have a bad CPU of motherboard, or possibly a bad Power supply.

I am assuming you put in a processor that is compatible with the motherboard. Have you checked your power supply? You may have a DOA.
